Just a lot of back and forth consideration between the director, Matt Reeves, and Colin Farrell about the possibility to create another season. Nothing concrete. Matt Reeves is focusing on the second Batman movie now, and Penguin will be featured there. The Batman movie sequel is a ways off, so I wouldn't think a second season of The Penguin would surface for a long time if they decided to do it.
