I have Spectrum which uses the Verizon network, but think I would still need to unlock this to use it. Is that possible?

"Yes, you can use a Verizon phone on Spectrum Mobile, but the phone must be fully unlocked by Verizon first, which usually happens after 60 days of service or when the device is paid off, then you activate it by getting a Spectrum SIM and checking compatibility on their site. Since Spectrum Mobile uses Verizon's network, coverage is the same, but you need to follow steps to remove Verizon's lock and transfer your number smoothly to keep it, as Spectrum is an MVNO"

This would be paid off...but never used with Verizon

I wouldn't trust a Verizon locked phone to work with Verizon MVNOs like Spectrum.

Again, it's a roll of the dice without actual Verizon service. Carriers subsidize these carrier locked phones and generally won't allow them to be used outside of Verizon accounts prior to unlocking.

A lot of these listings for Verizon phones will say they cannot be unlocked even after activating on Verizon. Not sure why.

These phones come from a legitimate supply chain, so unlocking after 60 days activated with Verizon should be no problem.
