Not even. More like a 5070. It has a lot of VRAM and 256 Bit bus, but it's gimped at low wattage. I say this as someone with a 5080 laptop and a 5090 desktop. But I also used to have a 5070 Ti desktop GPU. And my 5080 laptop is very close to a 5090 laptop.

Yes. For AI the VRAM is extremely important. The desktop 5080 only has 16GB, whereas the laptop 5090 has 24GB. So, you'll be able to use larger, better models on this laptop GPU.

It's a little more complicated than that. Some laptop makers gimp the wattage, but others do let the laptop GPUs run at their full specced wattage.

For example, Asus gimps them pretty hard. Lenovo lets them run wide open on their Legion Pros.

But to bring this back on topic, I have no idea which camp HP falls into. I've never looked into it as I've sworn off HP products for life.
