This handheld is a PC. GamePass Ultimate should work fine for these devices, in the same way that it does for any other PC. Xbox "Play Anywhere" is a fancy way of saying it works on Xbox, and you can install it on a PC from the Microsoft Store or Xbox App.

For clarity, it's a "Microsoft Account". You can login to both Xboxes and Windows PCs with your same Microsoft Account. That one account should include your subscriptions (Ex. GamePass and Microsoft 365) and purchases (Ex. Xbox games, Microsoft Store purchases.).

There is no objective right choice for handhelds imo

Budget = Steam Deck LCD (Hell, ASUS was aggressive with discounts when Xbox Ally was being released that the OG Ally was hitting ~$300 and could compete with Steam Deck LCD on price)
Performance = Any of the ASUS ones (Lenovo seems janky to me imo, Deck and MSI are by far the worst though)
Battery/OLED = Steam Deck OLED (I believe OLED has better battery due to worse resolution, refresh, oled, and performance even though it has a smaller battery)
Help I have too much money = One of those $1000+ handhelds with Ryzen Z2 Extreme
I'm not sure exactly what you mean by performance here, but, in terms of gaming performance, this Asus one actually benches slightly slower than the OLED Steam Deck. People were pretty disappointed with the performance when it came out, since its years newer than the SD.

Well that teaches me the lesson of not expecting even the bare minimum from Microsoft of at least improving from Gen 1 when they release a new device... I did most of my deciding during first gen and only did a cursory glance with this generation's devices since I'm happy with my SD OLED.

This isn't that hot of a deal. I paid the same during flash sale from Best Buy December 1st, and it's fairly well known that the base model isn't selling well(the Z2 Extreme version is). Walmart had these for $400 on New Years when i was just browsing their web. It was straight from Asus.

There's a stupid bug where when logging in the pin pad disappears, and you can't get it to return. Then you have to use accessability options to pull up the keyboard. Mildly infuriating.

You need to turn the gpu draw to 6 watts when doing anything besides gaming, or the battery runs dry in a mere couple hours.

I can directly compare this to an HP Pavillion 14+ with 8845 GPU laptop and 780 igpu. The Xbox Ally, with supposedly newer gen, same level hardware, loads everything i play slower, even in turbo mode with everything plugged in. When loading side by side, my go to game, Diablo 4, the laptop loads every map and the login several seconds faster.

While portability is the biggest benefit to this, and the handles are miles better than other handhelds, it's still a little heavy, and finding a spot for it to rest while sitting in my car can be awkward.

this is literally a gen 1 ALLY with a small redesign and the STEAMDECK's chipset and thanks to windows it performs worse than the SD

it is by far one of the worst handhelds now... even a used OG ALLY is a much better investment

it is not a new gen chipset.... it literally uses the same chipset that the STEAMDECK has been using for years

1- this specific ALLY actually performs worse than the DECK
2- you can run GOGO and EPIC games on the ALLY... heck you can even install Windows
3- the other handhelds are quite much more expensive than even the top SD OLED
