The insulation in this jacket is a mixture of synthetic and down. According to the Q&A section on Columbia's site for this specific product:

"This has 65% natural insulation and 35% synthetic insulation. This is made of 80% duck down and 20% duck feathers with a total fill weight of about 80 grams. The synthetic insulation has a total fill weight of about 70 grams"

Does that affect functionality?

Some people just prefer full down for certain reasons, weight and packability being some of the big ones. I think this will be a fine jacket for cold weather around town, but I don't think it's a real contender with the likes of Patagonia, marmot, mammut, outdoor research, mountain hardwear, arcteryx, etc in terms of a real outdoorsy jacket. But for the price I don't think people expect it to be so that's ok.

It does, this jacket is not as packable as the better ones i.e. with more down percentage
