With T-Mobile you can enable Hotspot on Androids by adding "DUN' or "dun" "Dun" to end of APN Type "default,supl,mms,dun" it will then use mobile data for tethering.

I got a 12 month card for my daughter in October on a number she has had for 3 years.
A few weeks ago they cut off her service. I finally got through to their customer service and they told me that my number was cut off because it was listed as being involved with fraud.
This number belongs to my 12 year old daughter who is in Middle School, in the gifted program and gets straight A's
They would not give me a new number or a refund, just stole my money.
