last time i claimed a free movie from them i got charged taxes and fees (when i usually don't since I don't have TV service). I don't know if that still happens or not.

When you go to redeem it, this is what it says, "You'll see the movie listed in the One-time charges section for $0 on your next bill."

but the fact I activated a (discounted to $0) TV-related service caused me to be charged state/local taxes and fees last time, when it usually doesn't..

You can use the Xfinity Stream app and link with your Xfinity account and MA account.
