A built in retractor makes sense on a wall charger where the increased size usually doesn't matter, but even with how small this is, it could be much smaller without the retractor/cable.

What good is a power pack without a cable to connect it to your device? The cable has to be somewhere so why not have it conveniently in the power pack?
