Single port: up to 140W
Two ports: 70W for each, split in half
Three ports: 65W for one port, 45W for the second, and only 30W for the third
Four ports: 65W + 45W + 9W + 9W
So, for your use case of two 45W devices, this is overkill. But as soon as you plug in a third 45W device, one of them (the one in the lowest priority port) will only get 30W. If that third device doesn't need more than 30W, that's perfectly fine. Plug in a fourth device, and the two lowest ports will only get 9W each.
All of that is to say: Overkill is good, unless you're confident that you'll NEVER plug in additional devices.

The one thing to watch out for are chargers that do this so slowly, that the multiple devices will each reset and get stuck in a loop of turning charging on/off repeatedly and never stop, basically making the multiple ports useless. I have a few very cheap usb-c units do this, but newer ones seem better at it.
