AFAIK, if a phone is carrier locked to a specific carrier that pretty much always means it is strictly locked to that carrier and that it will not work with any MVNO's that use that same network.

You're not wrong and to be fair I don't know how this would work if you bought this phone. It may be worth contacting AT&T to ask about their unlock policies if that's your intention.

Every time I got a phone at this price on eBay, they would send me a Frankenstein phone meaning the phone might work fine and all but the insides have been replaced with random parts or...the camera might have a problem or eventually something else wouldn't work and I'd open the phone up to see that the parts have been replaced by someone even when the phone was sold as "New" or "open box" rather than "refurbished"
