anyone has any experience if dell laptops will complain that it doesn't get enough power? it only happens during bootup with my generic chargers, but it's annoying (get stuck in some sort of bios screen)
This warning is something that can easily be disabled in the BIOS if you care to turn it off. Having owned loads of Dells that do this regardless of the actual capabilities of the associated charger, I have personally defaulted to disabling this notice.

Good luck!

I would personally look up the model number for the correct charger for your laptop, and look for one on eBay, a used one would be better than a a new aftermarket one.

can I convert it into a phone charger?
Yea, it will fast charge your phone no problem. Not a bad price just as a phone / tablet charger if you don't mind the big brick.

Check out AliExpress sometime, it's like half the people think every review needs a random picture from their camera roll added as verification or something.

not sure though. It's 20 Volt.
Edit: Never mind. It's PD, so it's safe.
