This is a very expensive way to eliminate weeds and is slow. Unless you have a specific use case, think twice.

Lol pretty sure if you're using this to burn anything that would need loppers, you'd start a huge fire. I think this is for specific types/conditions of weeds and pests.

That being said, if fire wasn't a concern - it sure looks like a fun way.

We use things like this when we have large amounts of piles of corn stalk fodder wash up when we get big rains. Burn em all off

How does this even work? Even if you burn the foliage to a crisp, the root of the weed is in the ground, it will just grow back in a couple days.

It's meant for new weeds, like seeds that just sprouted. They won't come back from their tiny immature roots after you torch the above ground portion of the plant. It'll also kill a lot of seeds on the surface that haven't sprouted yet. It obviously won't kill off established plants that can regenerate from the roots, but nothing will outside of chemicals or tearing them out. I use one of these (the bulkier harbor freight one someone else linked) every year in my garden in the spring to clear beds as part of a no till strategy. You can kill bigger weeds/plants with this too, it just takes a couple passes over the course of a month or 2 to starve the roots

Not really. A person need only damage the plant enough to kill it, no need to burn it to a char. I use weed burner maybe 2-3x per year for the chain link fence line as weed whip is annoying and not entirely effective.
