There have been some cheap sets like this lately. ABS tends to not be as durable as polycarbonate, but if you don't travel a ton or aren't hard on your luggage, these would do. I've had some ABS last OK, but i had one have a wheel break off on a trip to Europe and have decided it was worth springing for better material. I've got at least one older suitcase that I think may be ABS that has held up fine though through multiple countries.
ABS = fairly light, rigid, prone to cracking
Polypropylene = lightest, flexible, somewhat durable
Polycarbonate = not quite as light, most durable and crack resistant.
