Yes and no. There can be rain and storms popping up, but any time it is a matter of luck. Central Philippines is having a Hurricane/Cyclone/Typhoon right now in February. And 2025 had a intense earthquake season, and you cannot predict that. Personally, being from the upper north, I cannot adjust going from our winter to the insane heat of the Philippines. It is pure suffering, and so I find it better to time things by leaving during our summer months. But YMMV.

Saw a pretty detailed breakdown on this. February is generally fine weather-wise and not really peak typhoon season, but it's still high season so hotels can eat into the savings. Flight price is solid, just keep in mind it's basic economy and not flexible at all. If your dates are locked and you're planning beach time, it's probably worth it.
