I use them to pay:

city property taxes & water bill
electric bill
gas bill
car lease payment
All to establishments that would charge a fee for CC pmt but no fee for debit.

Careful purchasing these. They don't actually own and under the protection by VISA. It is managed by BlackHawk Network. I bought 2 and the card got hacked and were used. You will need to jump through hoops to prove them that you are the owner by providing the proof of purchase and your government ID. Even so, it will take a few months going back and forward with them. And if it is resolved and you don't use the card right away. The card will get hacked again and you will need to do the same process all over.

Feel like this is something nefarious because I don't understand the desire for them at same price as face value. I'm sure someone will school me on this.

People buy they to meet credit card spend requirements for new card bonus points. They also get cashback in certain card categories making this a money maker. That is why. Just dont do this for Amex sign up bonuses.

Even Amex is fine. Not officially, but I've done multiple signup bonuses done mostly by purchasing gift cards.

I've gone through hundreds of these cards over the years, and there are a handful that had issues—usually some random micro-transactions on sites like Temu or TikTok. Either way, you'll need to talk to a rep, show photos of the card and your purchase receipts, and then wait while they investigate. It usually takes about 2–3 months. Good luck.

I've had a few customers bring them to my store after xmas. It's unfortunate. There's no way to use them as some of these cards don't allow you to tie a billing address to them.
