PETG-CF seems to be a new product offered by anycubic. I can't find the print settings or other material properties on their site. If anyone knows the settings or who is manufacturing this product for anycubic could also help

In order to be a good deal, PLA really needs to be in the $8-$9 range.

PETG-CF tends to be a little more pricey then regular PETG but not really any stronger (looks really good though).

Seems like they dont even sell individual roles. I wouldnt mind trying the Navy Blue for my project but I dont want to order random colors I wont use each time.

Depends on what you mean by stronger. I do know that it's Young's modulus of cf tends to be much higher than standard petg, that's basically a measure of how stiff it is. Layer adhesion tends to be lower though. Engineering is a matter of making good trade-offs.

Addition of CF is primarily to increase stiffness and as a matteing agent. It's also significantly easier to print cleanly since it sags much less, so it needs less cooling.
