15W is not going to fast charge any modern smartphone. These cables are useful for those little electronic devices that cannot handle fast charging. The product title should be "slow charger cable".

I get where you're coming from but "fast charge" is not a technical term - it's completely up to you. Since it's certified, it meets specification voltage drop limits and will likely charge your device faster than the USB-A to USB-C cables most people have in their junk drawers. Not only that, but despite the listing specifying a 15W rating because that's the power level it's certified to under USB-IF specification (3A @ 5V), it can support higher power level with third party protocols. For example, if both the device and charger supported Qualcomm Quick Charge 3.0 they could negotiate up to 36W (3A @ 12V) with this cable.

Quick Charge is obsolete, too. Most modern smartphones use USB Power Delivery (PD) fast charging and this cable does not support USB Power Delivery.

For some usage scenarios like Android Auto/Apple CarPlay etc., 15W is enough.

It says:
"USB-C to USB-A 2.0 Fast Charger Cable"

Will it work for a USB-A plugged into a power outlet and connected to a USB-C device?

It's already mention, this does fast charge. The issue is fast charge name started a long time ago. Anyone remember phones started with 5v, remember those tiny apple charger? Samsung and other brands started providing fast charger since that time.

This is why it is important to find out what watt your phone supports for max charge rate.

This cable is great if you need the link and one doesn't mine 15w charging speed.

yes, that's actually the intended use.

USB-A female charger adapter --> USB-A male cable to USB-C male (this cable) --> USB-C device with female port (like a smartphone, flashlight, etc)

A semi-fast charger helps increase the battery lifespan...
