Share the screenshots; would like to see the requirement. If you ordered from T-mobile Costco, you will have 90 days to return with no fee (Costco electronics return policy). So just in case the deal goes south because of this new 60 days requirement, you can still return it within 3 months, assuming you ordered from T-mobile Costco. Not sure the return policy of T-mobile Sams, but normal T-mobile return policy is 15 days with $75 restocking.
Only time will tell if the 60 day requirement will be enforced or not.

You best bet is to only grab those $799 phones so you only need to pay taxes. All other phones over $800 would not worth it unless you know exactly the features you are looking for.
My hunch is those who made the purchase will be the target for future price hike.
