This is very slow RAM. The sweet spot for the 7800X3d is 6000 CL30. This will make a noticeable difference in speed.

can you define "noticeable" like 190 vs 200 fps?

X3D chips actually aren't affected by RAM speed in games (due to their high cache) but this is pretty low-tier RAM for DDR5. Typical is 6000 CL36 while CL30 at the same speed is ideal. This is not only slow but with worse latency, albeit that its 64GB. Lower res like 1080p yes you will notice a difference but it depends on if you have a CPU bottleneck (high fps). Running at 1440p Ultra or higher likely will have a 1 or 2 fps impact.

I wasn't specifically referring to gaming. Specific FPS will depend on the game AND settings AND hardware. I was talking about the memory controller on the AMD chip. Every thing your PC has to process communicates back and forth from the RAM to the CPU. X3D chips are typically better for gaming because of the lager cache size on the chip, thus requiring less requests from the RAM. However, when the CPU needs to access data that is stored in the RAM it will be slower than a faster kit with lower latency. There would be no way of getting specific without two identical test benches with the only variable being the RAM speed (MHz and CL).
