No, the USB-C port doesn't support charging. It comes with a ø4.5, 45W AC Adapter.8GB RAM is soldered, but there is an empty slot for upgrade.

Does anyone know why the windows 11 home (not in S mode) is $40 more? The hardware looks the same (cpu, ram, ssd) so just windows licensing charge?

The question why the S mode is $40 cheaper? Both models have a listed price of $449. And the S mode is the deal of the day. That is why it is cheaper at $219. The Windows 11 home (not S mode) is not in deal of the day.
My cheapest laptop is an Asus for backup use just died yesterday. I immediately ordered a replacement with better RAM and CPU from ebay that costed me $400. Too bad I acted too soon. I would be glad to pay $219 only for a backup laptop.

According to the Q&A section:
The ASUS X1404VA comes with Windows 11 in S Mode, but you can take it out of S Mode permanently and use full Windows 11 Home.

Windows S mode can be easily converted to Windows 11 Home. They give you the option within Windows settings page itself. They are relying on people's stupidity to get extra money for the Home edition.

There is a tiny Windows license discount when manufacturers use "S" mode. It's mostly reserved for budget laptops, but I think we're going to start getting more of them in the mid-tier, due to ram and ssd increasing prices cutting into margins.

My Vivo does indeed support charging over the USB C port as well as video out which I am using now with a USB C to display port adapter. Vivobook S16 Flip is the model I'm using. Hopefully this has the same feature over USB C.

Yes, some do support USB-C charging, but not this basic one equiped with i3.
This is basically the same laptop we seen last year (for ~$200-220 many times on FP deals) but with a refreshed CPU (12th gen to 13th gen). However, this is still a decent laptop for the price, which is targeting basic entry market, especially when you have upgraded the RAM to 16GB/24GB, and replaced the SSD with larger capacity (but they are not that cheap today ....🤑LOL)

Assuming these are similar to their 11th and 12th-gen Intel versions, upgrading ram and SSD is easy on these, and they are great for everyday use, given the price. I most recently bought the 12th-gen one (when on sale for $199) and upped it to 16Gb RAM and 512GB or 1TB (I forget which) SSD with parts I had lying around and gave it to a relative as a gift. She loves it.
