The cable is rated for 480mbps so it can absolutely transfer data. It generally cannot be used as a video cable for a monitor as it doesn't have the internal hardware necessary.

If you know you need and can use a usb C cable to run video to a screen you want a 20gbps cable generally, though they go down to 4gbps, just depends on what you need to drive and its outputs.

but yes this cable will work great for charging and just fine for normal data transfer!

Not a silly question. I was about to grab these but it does seem like this is just a fat charging pipe instead of a data high-speed delivery cable. I'll take randyboxman's word for it that this will not be able to deliver an HD video stream to a display. I've had plenty of decent-looking USB cables that would not transmit video. Now I know why. I think I now also know why certain external drives performed slowly. It had to be the cable which, like this one, could be as slow as USB 2.0 speeds.
It is pretty frustrating that for something that was supposed to be a "universal" connector, there are so many hardware incompatibilities.

You can buy short 4-6ft thunderbolt 4/5 cables that will do both 240w charging and have the bandwidth for video.

Oh it's not just charging vs. data either. Even within charging, the USB-C connector is all over the place. Some USB-C devices will not support the power delivery protocol, so it cannot be charged at higher wattage and will not work with USB-C to USB-C cables, only USB-A to USB-C. There is absolutely no way to tell if a port is one of those. Most infuriatingly, the only thing the device needed to do to support PD is add a cheap little resistor. Still, companies want to cheap out on that.
On an even more annoying note, even within the Power Delivery protocol, there are certain charging profiles that don't work with certain devices. Even if you have a 45w wall brick, if that brick doesn't support 20v output (achieves 45w with 15v 3A instead), then it won't work with a laptop designed to charge at 20v. This could explain why some people have compatibility issues with power banks/wall bricks and certain devices when both seem to be functioning correctly.
Then there's Samsung's turbo charge mode that requires PPS.
It's all over the place and none of these things are labeled correctly at all. Everything I typed, I actually learned the hard way, not through research. I'm sure there are even more incompatibilities, but this is everything I've encountered with my devices.
