This is not new, and it's not targeted; everyone got it over a month ago The best use is if you have the 25/30% off deal from Fidelity since you can stack it when buying the software from TurboTax directly. If you have it on multiple cards and have to pay for state e-filing, you can use it for that as well. There is a $20/40 offer from Amex that's a better deal unless you spend over $65.

Hey Bill, long time no see/interact! How are you?

As for not targeted, I have three chase cards, definitely didn't have this in my sapphire, but did in my Chase Ink. It may not be new but it wasn't shared, so it is new if you didn't know about it.

It works on state e-filing fees. I've used it for a few years through Chase Offers. There are also minimum spend TurboTax offers through Chase Offers, but almost all of those are higher than the state e-filing fees.
