The washing machine doesn't have the agitator. It only has little "fins" that do nothing. The tub will spin while the clothes sit still. That applies to all washing machines, make sure they have the agitator post in the middle.

I bought this. With install comes out cheaper than a comparable set at Costco. Installation is Monday.

Top loading washers use either an agitator or an impeller, which is what those fins are with all the holes in them. While the detergent in the washer loosens dirt and stains, the brunt of the work comes from friction.
In a washer with an agitator, the agitator rotates back and forth rotating the clothes from top to bottom but also providing the friction needed to get that Mexican salsa from lunch out of your shirt.
In a washer with an impeller, the impeller uses jets of water to move the clothes in more of a circular motion so the clothes rub against each other. It is able to do this with far less water as well because the clothes need to remain in contact with each other for that friction to do what it needs to.
I've had a washer with an impeller for just about ten years now and I was skeptical at when I used it the first few times until I started doing some research. However, that information didn't keep me from be baffled when I washed a pillow case by itself and it came out completely unchanged. Outside of that, I've never had an issue with my clothes being clean in those ten years.
One downside that I did find was that my t-shirts did start losing their print as the friction tends to rub it right off. Since I started washing everything inside out, I've had my Woot t-shirts keep their messages. Washing my clothes inside out also reduced the amount of pilling that develops on fabric like fleece, flannel and my white socks. 😉

They are a little pricey but I recommend speed queen. If you don't want to pay for one from that brand, I recommend looking for a good old used one on marketplace and have a handyman refurb it.
