Oh, forgot about the worms/bugs. It will attract worms like earth worms since it does not have a bottom but the worms help the composting process. For other bugs, yes, the flies can fly inside and lay their eggs so composting is not about avoiding bugs, which is what mother nature offers to you. If you are not fine with bugs crawling around in the compost bin, what you can do is to use chemical fertilizers and forget about composting stuff by yourself.

If you add to much nitrogen based items, it will begin to smell.
Use the indoor one to dump your daily compostable food produce into. Let is dehydrate and chunk everything into small pieces. However they are not really "Decomposter" as there is no bacteria involved in this process.
Once dehydrated, you dump it into a tumble style outdoor decomposter bin. The dehybrated small chunks will not smell or attract a lot of animal/insects, and will also decompost faster than you throwing full size raws. You still need to mix adequate amounts of browns (shredded paper, cardboard, dry leaves etc). Usually you will have excellent dehydrated soil in under 3-4 weeks using this combination method.
Atleast that's my plan based on all the reading I have done so far.
