It says it unlocks after 60 days, but it doesn't make it clear if the SIM card/phone service needs to be on the phone for those 60 days. As an example, girlfriend wants to switch to Mint phone service but wants to use the iPhone she already has. Would like to switch the A17 to my plan on a different carrier after 60 days, but can't use it on Mint at all since she will only use iPhone.

This is a great insight.
My 72 year old mom mainly uses Youtube and Whatsapp Video Calling, besides calling and texting occasionally.
Do you think the A17 5G with 4Gb ram will suffice for her?
My fear is that if she is using youtube, gets a call and takes it on Whatsapp Video, when she goes back to Youtube the app would have restarted and she cant continue where she left off.
Can 4GB ram cause such a poor experience for a basic user? I have seen reviewers even play games with some stutter - so I am thinking YT and Whatsapp should be ok. Thoughts?

the 4GB concern is very overblown. YT and others have plenty of comparisons with the A16 vs Moto's with 6 or 8GB and the difference is negligible. She will have no issues.

Received my Galaxy A17 few weeks ago and activated Mint on it few days ago (waited till the near the end of my billing cycle with T-mo) and ported my number over, then moved the esim to my primary phone Google Pixel 10. Will move the esim back to the A17 at the 60-day mark to unlock it then sell it.

Will phone still unlock after 60 days. I I activate initially and then switch to using my own iphone after activation.
