YMMV if you have a current Roku account, you can get the promo on ONE item (but can order up to 3 of that item at the promo price). I was able to come back to make orders on another different item at the promo price.
If you have an expired CC and try to add a new CC, you will NOT get the promo price. YMMV I was able to add a new CC as an ALTERNATE payment and my orders have gone through with the promo price.

When I try to check out, it only gives me option for "express checkout". This requires saving a payment method. I realize I can do it and then remove that after purchase, but it's crappy of them to require this. Anyone else see this?
