It's the Wh (Watt-hours) that matters for air travel - which is just Voltage * Amp Hours. For this battery, it is 3.85V * 24,000mAh = 92.4Wh, so it's under the 100Wh carry-on limit. You can carry on multiple <100Wh batteries without approval.
You can actually carry-on with batteries that have > 100Wh, but you need permission / approval and are limited to 2 usually.
*Note that there is a difference between the 140W output power (how fast you can charge) and Wh (total energy capacity).

Yes, I have it. Reason I got it is it's the max size allowed by tsa, never had an issue with going through security in 20+trips international and domestic

This is an excellent power bank. Got it on Woot for a bit more than this price - probably worth checking actual capacity if buying an open box battery though...

For US flights, typically 27000mAh is the max. If you're flying internationally, be sure to check your specific airline because I've come across some unique rules on some Asian carriers.

Does the watt matter? I heard anything over 100 watts they confiscate.

Might go through TSA, but it won't go through Asian airports for sure.

Some newer models have downside pogo pins who can help with charging.
