So I figured the answer. After going to spectrum stores and what not. So the 400 is indeed spread over 36 months. The real kicker is,
Only one device at most gets 400 off, the current advertisement of 500 is (400 + 100), requires two ports but only one port gets the discount
The 100 trade in device is instant credit, not spread out. The 400 is tied to the line itself not the device
This means you can't cancel the line, it's like removing a promotion off an internet account
If you try to pay off your device, you are charged full non promotional price. Discount of 400 will still appear as credits on the line, good for unlocked. Terrible for ever needing to leave spectrum Mobile. You have to stay with that line and phone number for 36 months"

That's a good idea, and I've thought about it, but my problem is that the primary/free Spectrum line is being used by my wife, and any changes to her line or phone are prohibited, so I'm left to adding 2 new lines just to unlock my new iphone 17e and S26 Ultra, and having to pay close to $180 for the 3 months for those 2 new lines.
As for Metro, after getting one iphone 13 about two months ago, my attempts to place any other order fails with the dreaded "security" and "Contact" msg. So Metro is no go.
