The seal works repeatedly. When filling steel canisters the valve started leaking after just a couple fills. The Flame King version has not after multiple seasons of use.
As far as this tool the valve must be held open. I created my own from brass parts. I posted it here awhile back.
The tanks are good if a little expensive but Scheels runs specials.
This tool would be a pass for me but to each his own.
For everyone else, fuel kegs are better than these you don't need an allen key to bleed the valve on those.
That being said, your standard green tanks are built like a tank, the relief valve is spring loaded so isn't a 'fail once' type design. If they can survive the abuse of shipping, stocking, hard camping, storage, etc. They should be able to tolerate mild reuse if you don't abuse them. Only you can decided if the microscopic hypothetical risk (which is ever present regarding any pressurized flammable gas / liquid) is worth the huge cost savings
FWIW, I don't bother will purging the tanks to completely refill. I simply freeze the empties to create a temperature delta and make sure the valve works after refilling (which seems to be 70-80% full after freezing the empty). I also wear safety glasses just for fun. Otherwise I sleep fine at night regarding the process.
TLDR: if you still don't feel safe, there is no amount of back and forth that will likely dissuade your anxiety. Just buy single use tanks if this is a concern you cannot work past.

I toss at first sign of any wear so usually get 4-5 refills or so
