these are the second rendition of these electronic arc lighters with dual arcs.
The ones you want for cigars need to be single arc but are almost tasers - which is why imo they aren't being sold everywhere in the US, but you can find them on the chinese websites.

I can't imagine lighting a cigar with an arc lighter. It's hard enough to get a nice, even burn going with a soft flame or torch. I'd wind up crushing my cigar in frustration trying to light it with electricity!

It's entirely possible.
It's not as easy as a torch but the tradeoff is rechargeability and near zero maintenance and refill cost.
Of course, if i had a choice between the two I'd say the torch is better for the once-in-a-while burn, but if you're smoking daily, the arc lighter makes more sense.

It's "taser-like" but not a taser.
Humidity helps, but if humidity was able to transfer electricity as easily as you claim that then those in more humid climates would be perpetually electrocuted.
