BTW for this type of thing, one time I bought one that used a USB-A to USB-A cable. Cursed. Most probably use USB-C now though anyway though.
The intention of the power supply is, like the listing says, to provide stability. If you don't use one, then all 4 ports are sharing the power supplied by the PC. Imagine using this for a few miscellaneous devices, webcam, flash drive, wireless headset, USB to Ethernet, etc. Those devices combined may surpass the power supplied by the PC's one port. Devices might stop working. Or they might occasionally behave erratically as the power they can draw fluctuates.
Use one of these hubs with 4 low power draw devices and you may be fine. Especially if you are only actively using one or 2 devices at a time. But if you've got an old 10W USB charging brick and USB-A to USB-C cable, I'd recommend pairing it with this hub. It may reduce frustration down the line.
