Not always for me. "Like new" is more realistic since I have gotten some with cosmetic defects. Have to deal with longer delivery times and it's still 20% over $10/Ah

Factory Blemished from Direct Tools Outlet (DTO) = New.
Home Depot has an contract with TTI (Ryobi manufacturer) that gives it the exclusive right to sell new Ryobi tools so in order for DTO to be able to sell new Ryobi tools, it has to call them "Factory Blemished" when they are in fact brand new and not blemished at all. I've bought a lot of "Factory Blemished" tools from DTO and 100% of them have arrived brand new in sealed factory packaging. Just make sure that you are buying a "Factory Blemished" tool and not a "Factory Reconditioned" tool.
