Yeah, Walmart has had cheap bumper plates for closer to .50 a pound a lot recently.

Walmart often has their similar sets on sale for between $0.50 to $0.60/pound. I bought 2 different Walmart sets when they were on sale around September and December for around $0.54/pound. This set is 1.04/pound which is not slick. I'd say the Walmart sets are designed significantly better because they are smooth rubber which is easy to clean with a cloth whereas this set is very roughly textured rubber making it impossible to clean with a cloth. You'd have to spray on 409 or other detergent and hose it off outside to get any dirt/oil/grime out of all the nooks & crannies of the textured surface which would be more of a hassle.

Currently a coupon can be applied to make this deal $88.21. Not as good as the Walmart deal from a while back, but even better than the $104 currently.

Remember that 10 and 15 lbs bumpers are surprisingly fragile. They should be fine when paired with 25+ lbs bumpers. But when used on their own on a barbell, it's difficult to NOT bend or break them over time. Unless you need them as bumpers, I'd opt for 5's and 10's as plain iron or rubber coated iron plates. They are easier to deal with since they are smaller, and they work great on a bar with 25+ lbs bumpers.
