Has the 9800x3d ever been cheaper? Should I upgrade now if I already have the ram? Any chance the new Intel processors shake up the market?

There were times where the 9800x3D hit $400, so this is almost as good. Considering the Intel 270K Plus is within margins of the 9800x3D for about 60% of the cost, there is a good chance the next Intel processors could be more competitive. I have the 9800x3D, the thing is amazing. If you already have a compatible motherboard, this is tempting. If not, my best advice is see if there are bundles that can lower costs and buy when you need, tech changes too quickly to wait and see (look at Nvidia 40 series vs 50 series, the increasing RAM and storage costs, etc.)

Thanks. That's very helpful. I built in April last year with a 9600x. For the moment I'm happy with it. At some point I want to upgrade to an x3D CPU. I don't really need to atm, but prices have come down a bit and I don't want to get caught in-between where inventory runs out and prices shoot back up (e.g. 5800x3D currently). Its hard to tell if it is still too early for that outcome (especially with so many folks building on am4 due to the memory situation) since I never paid attention to previous gen pricing cycles (just didn't have the disposable income).
