What was the normal price range of a drive like this BEFORE prices skyrocketed? Should I buy now or wait. I'm in no rush to replace my drive, but I do want to do so.

You can't upgrade internal storage memory in a Mac Mini, there are expansion boxes that sit under the Mini that can fit a NVMe drive.
