What happens when order below $20 because they out of stock on some items, will it remove $10 off discount?
Every item is pro-rated. You won't lose the 50% discount.on a $20 order. Use substitution feature, sometimes they will offer you more expensive items and you will only have to pay the price of the original item.
What are those decent items? Everything is overpriced, so 50%off barely brings them down to some better
Water is your best bet. Most top branded water bottles are 2/$4 which with this deal comes out to be around $1 for 1L for water that sells for $20 a case at Costco/Sams - my favorite is their own Skyra from Iceland, a good naturally alkaline water. Ice cream pints can be had for cheaper than grocery if they are on sale. If you dont buy something on sale then you are getting half off of convenience store prices as you said but with the stacking coupons some deals are hard to beat.

Beer (for certain states), anything that's on sale such as wings (10 for $8), and drinks. Last week Rockstar energy drink was $1 each. Currently 2L sodas are 2 for $5. My friend got eight 2L Pepsi for $10 plus tax. If you change oil yourself, they got automotive items that become bargains after 50% off.

Also heads up the banner says for delivery but works for pickup too, last week got 10 Rockstars plus a chicken wings order plus 2x 2L Pepsis for 13 otd... but for this week, Rockstars are no longer 1$
Agree on the taxes. I am in a 6% tax state, and I paid about $3 in taxes on my order last time they had this coupon. I think 7-11 may be charging some sort of bottle fee (I ordered sports drinks), but my state does not have that fee.
What state is that? With exception to few states, sales tax can not be charged on discounted amount. Normally in most states, store Qs are considered discounts as this is, because there is no third party involved and the Q is home Q. For which 7 11 doesn't get reimbursed from another party. Therefore, there shouldn't be any sales tax on pre-Q amount but only on the actual out of pocket cash paid. The sales tax, if you are in most other states, should have been charged on $13.
