Cons upfront: 23" isn't impressive. 1920x1080 16:9 isn't impressive either (it's 2026, we've LONG since passed the point of retiring the antiquated 16:9 aspect ratio, especially at this paltry pixel density).
But it does have height + tilt+ swivel adjustment.... AND a VESA mount. And it's IPS (not TN). Those are some nice features to see in a $100 panel, let alone a $25 panel.
This is amazing for a budget. And it's a decent panel if it's a secondary/tertiary display....or for a workshop/ancillary usage (like monitoring security cameras).
