Most USB4 PCs throttle USB 3.2 to 10Gbps. Including all USB4 Macs and iPads.
Also the 2000 GB/sec is the realistic throttle point of USB 3.2, adding in protocol overhead. The drive is being throttled due to a lack of USB4, and on most USB4 computers would be severely throttled.
