This worked for me today in Texas for an S26+.
I went to Walmart and bought the Moto G 2025 64gb, turned it on and got to the home screen, went to spectrum and traded it in.
Spectrum had to select "Other" for carrier and I got the $400 off plus $705 for the trade in. It seems like taxes were on the price of the phone minus the trade in value, so taxed on $395 at 8.25% taxes were $32.58.
In total I paid $27.57 to Spectrum (1100-400-705=-5 +32.58 tax)
On top of that I paid Walmart $32.35.
So all in was $59.92.

do i have to keep the line active for the whole year? (pay 30 to 40 per month for 12 months) or do I only have to pay for the first 3 months, have the phone unlocked, and then cancel? (only pay 30 to 40 for 3 months)

Also did have the issue where he wasn't going to allow the Galaxy S8 Plus for trade-in with the mirror test says it wouldn't work, He tried it for 10 minutes himself
Some comments said to place it on the table and put the mirror above the phone, That worked instantly and it passed both camera test.
By the way the screen on the front of the Galaxy was completely smashed but still functioned
