I called Staples, and they said this paper does not apply.

This paper is not recycled. I see it on the page you linked. But when you go to the product pages of the qualifying recycled paper options, you can see that they show the promotion is available for them. It was listed on the linked page you gave in error.
So, unless you get a rep you can sweet-talk into manually crediting you 50% back in points as a "one-time courtesy", you will get no 50% back in points for this.
