I'm going to sound stupid here, but is all fescue perennial?

I bought something similar last year without realizing it had a lot of annual rye grass content. The product itself worked decent, but I'd like something that grows back.

Debating an all in one type like this or just seed, soil, etc.

This is garbage. Search for a local product with as littler inert material in its makeup. Maybe half that by weight is seed.

Absolutely no info about the product. No USDA zone given, sun or shade, or photos of what the blades of grass actually look like.
I've got some kind of fine fescue in my lawn that just lays over instead of growing straight up, and would prefer something with broader leaves to it will stand up a bit. Doesn't mow evenly when it lays over like that, and can create dead spots where it lays over other grass.
