I have 2-3 pairs of Prana, all different styles, and they are my 3 most favorite pairs of all time (thanks, SD!). I always stayed away because of the crazy retail prices but this is great.

Waist is pretty similar to a nice jogger. The pants are a technical fabric. They are very comfortable. I am a 32w and the smalls are perfect.

I think it's just vanity sizing. I went and measured and boy does my sizing not fit what I actually am. All those cookies getting to my waist.
