for serious quiet, i would diy a fan by getting a usb to fan header cable (for a bit more these can come with a rheostat to control the rpm) then any case fan 120mm or 140mm, then any cheap bendy phone flip to hold it in position (no need to enclose it). just keep in mind that a usb-a to fan will deliver half the power a case fan can handle, so i'd go bigger and more rpm on the fan, because at half power it will be dead silent.

And before anyone says "just desolder it", be extremely EXTREMELY cautious when soldering around lithium batteries. They're firming in the class of "ruin your year" sort of mistakes.

Its just not economical to replace batteries on things this cheap. There are fewer sources of salvage cells anyways as laptops no longer use 18650s

It really isn't -- I prefer something that has a user-replaceable 18650 (protected button top version), but those devices are few and not all that inexpensive.

Anything with a non-replaceable battery (especially custom size batteries) is essentially ewaste. Hence why this posted fan is nice -- it's just a USB cable. Use whatever power source you want.
