There is a separate space at the bottom of the container that acts as a reservoir. When you fill the reservoir with water, a wicking medium is usually used between the reservoir compartment and the plant compartment to draw water upwards. The plant roots feed from the moisture.

Instead of watering the plants or soil directly to risk overwatering or underwatering, you refill the reservoir whenever it is empty. Not ideal for all plants and you still have to add water yourself.

Doesn't that overexpose the roots to water and not letting it time to dry out?

FYI, be aware that this design it has a tendency to tip over unless you add some heavier drainage rocks to the bottom.

They'd work, but 8" is not a lot of room for serious vegetables. You might be able to fit 1 fully-grown lettuce in one of these things. So you'd need many. And then there's the stability issue, as the other commenter pointed out, which would be more of a problem outdoors.

My local 'bin" store (Amazon, walmart, target return pallets) has had these as low as a box of 4 for $3.
