NONE of the sellers besides actual retailers (MS Store, Best Buy, etc.) that sell near full price (maybe 30% off max occasionally) are selling "legit" copies. Whether you pay $1 or $20, it's usually the same type of key ripped from somewhere. I even tried a ~$30 eBay key once that claimed it was a legit retail product, and of course it still turned out to be a fake/repackaged key.
If you mean legit by just "working," then yeah, most of them will work. If you want something bit more "reliable" than a volume key that could potentially(never seen it happening tbh) get revoked later, the keyword is RETAIL version. Retail keys usually cost a couple bucks more. If a website specifically says retail but sends you OEM or volume instead (which they often do), usually customer service will just send another actual retail key if you complain.
If you truly care whether it's ACTUALLY LEGIT, just buy directly from retailers. If not, honestly just google whatever retail key is cheapest at the time.
You are not legitimately buying a license from Microsoft here, so if you're going to faux pirate you may as well pay less or nothing.
