OP Notes: I personally own these and they're an excellent pro grade tool for automotive, HVAC, trailer, and bench wiring projects on smaller gauge stranded wire (up to about 14 gauge) and component leads. Noticeably better than standard wire cutters in that they cut smoothly without the "pop" that can be fatiguing to your hand. Had a pair break after many years of daily commercial use and Apex Tool Group happily sent me a new pair freight prepaid at no charge after sending them a photo.

For those asking or interested, these are listed as Made in Vietnam. Many US tool brands have moved production overseas while maintaining strict quality control at their overseas facilities. Xcelite is a premium brand with a reputation to consider, and I would expect top tier quality from them regardless of country of origin.
