Generally yes. No service provider will give you an unlocked phone out the gate Without service. I got S25FE on Total Wireless and they are unlocked but it was 3 months service upfront ($165 and other fees etc).
The iPhone noted above in the plan, do you know if its unlocked right away or after 60 days etc? Many providers are now going to either wait for 365 or have active service for 365 before unlock.....
