It wrote "Heat pump heating at -15 degree". That's meaning, when temperature outside as -15 degree, the heat pump still work. It is not cooling down to -15 degree. If you live in the South, I don't think it cold below 0 degree yet.
They said higher seer is more efficient. I don't know exactly how much efficient compare to 20 seer. I installed 3 mini split AC 20seer in my house. It is 11 months now, and I saved over $600 compare to central AC.
I don't think USA making mini split AC. So mostly it's making in Chinese or foreign countries. I think DAIKIN brand is Japanese brand, but it is 4 or 5 times more expensive. If you have money, you could buy them if you want.
BTW, the Yitahome customer service is very good. After I installed it, then later it's not cooling anymore. I contacted with them and found out that it's leaking refrigerant. It is not their fault. But they still sent reimbursement $120. I used it to buy new refrigerant and recharge it myself. Here is the email their sent reimbursement to me: https://ibb.co/HpdxDtXf

Good question 😀 ! You could call it a "ROOKIE MISTAKE". Actually, my brother mistake, because I asked him to tight the pipes connection for me. At first, I don't know why it keep leaking right there. No matter how hard he tried and still not able to stop it. Then he blame the problem on the pipe flare, that I did is not good. I take it down re-flare the pipe and also found out the problem. IT'S THE DIRT. When he tight the nut, he wear the work glove. The dirt from the glove get into the nut thread. That why it keep leaking. Of course, I clean the dirt out and reconnect the pipe. Then I recharge refrigerant. Now, everything is good. So that was a rookie mistake. After that, I installed 2 more mini split ac without a problem.

This is a common problem with mini splits. the flare connection. Poor factory flares, dirt, or incorrect tightening at the flare will results in (usually) slow leaks. The quality of theses cheap copper line sets can also lead to problems like cracking the flare, etc. They are very thin copper. Probably because copper is quite expensive these days.

Pretty sure Yitahome is made by AUX. Or at least it was last year. This year's model the remote has changed so not 100% sure.
Besides having very clean mating connections, you really should consider using Nylog Blue on both sides!
Just tighten carefully, allowing the pipe flange to center itself on the male bit - nudging up / down / left / right as to not crease the pipe or flange.
Can this be a DIY? Since this is 115V I won't have to run a line?
Since this is recharged.. do I just have to connect it? Or need a vacuum?

Yes, you can DIY. I installed all 3 mini split AC myself. If you buy 115V version, you don't need to run a line. As long, you test the 115V outlet can handle 1200 watt. You could use a HAIR DRYER or PORTABLE HEATER to test that outlet, because hair dryer/portable heater draw up to 1500 watt. If that outlet could handle 1500 watt without strip the breaker, then it could handle 12k or 9k BTU 115V just fine. Because 12k or 9k BTU is only drawing 1200 watt or less.
All mini split AC is pre-charged. You just connected together. YES, YOU NEED A VACUUM. You need to vacuum before turn-on AC.
Which versions did you install the 115v or the 220v models?
I installed all 3 mini split with 220v version. But if you want to DIY and not familiar with electric, get the 115V version. So you could use with your home outlet. Read my above comment for testing the outlet.
Basically if you live anywhere a permitting office/planning department/AHJ issues building permits, this installation will require an electrical permit, following NEC guidelines for installation, and the installation manual should be followed. Most AHJ allow homeowner installation ('owner-builder') permitting, but inspection will ensure you followed manual and met code. I understand there are rural areas in Missouri, Kentucky and the sort who have no permitting agencies, but at least the manual should be followed.
I think the recently posted Costway would be a better deal - $50 more for higher seer and cooling down to -15.

agreed, but at least with amazon, you can get the 3 year exted warraty which I've been told both on SD and in real life is a good idea for these lower quality units. They seem to be hit or miss, some people have them for years no issues, and some, including a family member have them fail after only a year or less

All mini split AC is pre-charged. You just connected together. YES, YOU NEED A VACUUM. You need to vacuum before turn-on AC.
