No, both are "not valid with any other offer". That said, you never know what you can talk someone into. The card are essentially a GC, with an associated coupon that good as long as the GC has value.
One time we had one of those with like $7.99 left on it. My guess is that a tip got charged to it, though I suppose we could have gotten overcharged for one of the haircuts. It wasn't me that screwed it up. Anyway, at that point they were able to still charge the $12.99, use the remaining value, and I paid the rest with CC.
Based off that, I think they select the cost based on the card and then run the card. They definitely set the price before the card ever touches the POS, so the human had the power to set the price.
But... just buy enough GCs each year. If people start gaming the system, the GCs will go away (or just be reduced to a lower discount.)
