Depends what the home mechanic is doing. Lug nuts, fine. Cylinder head bolts, probably not.
The biggest problem with these isn't accuracy, but reliability. Many people have overtorqued things with this level of Harbor Freight wrench because it either failed to click or did not click noticeably.

You get what you pay for and there are a ton of options in the $50-100 range, like Husky, Kobalt or Quinn, that are a clear step above these.
Personally, I use one of these Pittsburghs for lug nuts (but always test first to make sure it'll click). For more important 1/2" drive stuff, I have a Menards Masterforce that is very noticeably superior to the Pittsburg. In 3/8" I have an old trusty Snap-on dial model and for 1/4" I use Park Tools.

Old school Craftsman made in USA 1/2" beam torque wrench. Real time visual indication of the applied torque. Beam deflection with no moving part to fail. 3% accuracy from 10 to 120 ft-lbs. Available on Fleabay. I use this to rebuild engines for decades. Original price was around $10 in 2000.
